I have a strange rubber like seaweed residue in clumps near my monkey puzzle tree and on the path around it. It seems to,dry out and disappear but there is quite a lot of it this year and I can't work our where it is coming from.

Slime mould of some kind, possibly? This tends to appear and disappear depending on conditions, and its harmless.

Yes I have it I believe it is some sort of fungus, it dries up and then when wet look like seaweed, I just bin it.

Whats the path made of?
Ie ive a really smashing monkey-puzzle tree and ive nothing like what your asking about,
so maybe its whats the paths made of that attracting this.

Thats a good point Bamboo's come out with,
the weather this year isn't what any of us expected and we're getting problems we dont as the norm have,

I live deep in the countryside and traffic fumes etc are not here, but if your near industry and the fumes then who knows whats coming out of the mix of damp and whats ever in the air!
