I have vinca major growing freely on fairly large areas of otherwise waste ground. It has suddenly become infected by what looks like a fungus. The whole leaf is covered with tiny reddish brown spots, eventually the whole stem withers and dies.

Any ideas what it is and how can I stop it?

sounds like rust. a fungal infection. See if you can find a fungicide at your local garden centre/wilkinsons, B&Q etc. pick off and destroy the affected leaves and pick up all the dead ones that have dropped off. either burn them or put them in the household bin, not the compost bins.

Thank you, Seaburn girl. That was helpful. I think the same thing killed my hollyhocks tw o years ago. Could that be so?

yes hollyhocks are prone to rust too.
