It's called fasciation:

I had a delphinium that kept doing it and even seen it in a Buddleja. It is unpredictable and mostly an unattractive feature.

It is a normal native foxglove and the unusual flower is due to a mistake in the flower formation. A bit like a Siamese twin. The plant will flower normally next year.
