my buddleia is covered in sticky sap and has yellow underneath the leaves. It hasn't flowered yet - should I cut it back?

my buddleia is covered in sticky sap and has yellow underneath the leaves. It hasn't flowered yet - should I cut it back?
Sounds like aphids, possibly with a fungus on the honeydew they leave behind.
I first would try soft soap, a weak solution as a spray to wash down the leaves. Cutting back would be a last resort. There is still time for the flowers to form if you can alleviate the problem.
