This year our wisteria came into bud as usual but developed no further. It appeared to make another attempt but now all the buds are dried up and there is no new growth. What should we do?

Too dry, I should think, and a plant knows when it can't go ahead with flowering, so it gives up. Is it right beside the house, near the footings? If so it may be struggling to get enough water

Did you happen to have a late, hard frost after the 1st buds formed?

Firstly do the scrape bark test to see if there is green showing under the bark
With a finger nail scrape gently on the soft part at the end of a young branch to see if green shows, if not try different parts of the wisteria to determine how much is alive,
