I received what I think is a lily in bloom. Now almost all of the flowers have fallen off and the stalks are falling down. Should I cut them back?

Could it be an amaryllis - google it and see - it is hard to get them to grow again next season.

If it is a lily, then you can cut the stems back, but not the leaves - let them die back naturally to allow the nutrients to go back into the bulb so that it flowers again next year..
I'd like to see a photo of your plant though, to know what it was, to be sure of giving you the right advice - over here, lilies normally flower in the summer, with one stem per bulb.
