Good Morning
Again I call on your expertise.
I have owned this Phoenix Canariensis on the 9.8.12, it has never grown despite being planted in the ground. I relocated it as it was in full sun and repotted it with new soil. The new leaf showing has been there for 6 months and still nothing is happening. It should be sending out new leaves now, I am mystified.

its also in a very small pot. try putting it into a much larger pot and then see what it does when it can spread its roots.

Putting it in a sheltered area - greenhouse for example, will help.

CIPD are only really hardy in coastal Cornwall and sheltered parts of the Southern Coast. Our winters are too long and wet for them and summers not warm enough. They are cheap plants for a reason.
You would be better putting the Trachyparpus in the ground and letting that grow - that is far more hardy in the UK.
