we have a three year old Salix tree, which has been growing well until this week when it appears to have been attacked by mold and is dieing off. Has anybody any suggestions?

A picture close up might help. Some trees get mildew when it is hot and dry. With any disease it is advisable to remove affected leaves and burn or bin (not compost). I've had trees get nasty looking diseases of leaves, probably fungal. I've got rid of affected growth and the next year all has been well.
