I have a large clump of lavender with a mass of last year`s flowers still on in fossilised state.Do I cut it right back, or what?

Its best to trim the flowers off as soon as they are past their best.I would trim them off now,but I wouldn't cut the plant back yet.Wait till you see new growth
appearing lower down the bush,if it is looking straggly,and prune to that point.
don't cut into old wood...
