Can any one tell me what bush this is and when best to cut back, want to take about a third off as getting too tall to manage, thanks..

definitely beech and seriously overgrown the RHS recommends pruning in August unless you need to prune hard, which it looks like you do. Then prune in February. Given how cold it is you should be able to prune right now. Don't leave until May when the sap will be up.

Looks like a beech hedge to me. I wouldn't do it until the weather warms up - after the end of the frosts - about May ish.
