I have just purchased Goliath lilies online. Some of the bulbs are a bit spongy and a bit discoloured. Is this normal for Lily bulbs?

They should be firm ideally but they have probably been out of the ground for several months. They may be yellowy if they have been dusted with sulphur.
I had some lillies 2 years ago that didnt do much as they too were soft when i got them. But last year they were firm and flowered beautifully. I did ring the company who said they would be fine.
Take photos and raise your concerns with the seller.
