Its common name is actually 'Poinsettia'. Over here, we tend to buy them as a Christmas house-plant. Most of us don't bother with trying to get them to produce red bracts for the following year, as it's a bit time consuming and complicated. So we buy a new one instead!

Euphorbia pulcherrima. It is a native of Mexico, and those of us in warmer climates can have it survive to flower again next year. If it gets too cold (below 50 F.) it dies a slow death. I tried buying the plant one Christmas and it hung on for several months before dying. Then I got a piece of one that was truly perennial, and it still survives. In fact, it still has some red leaves. If you want it, find someone who has it growing in their yard and get a piece. It roots easily.
