my cypressus in pots are looking a bit moth-eaten would a tall-thin juniper be a good replacement?

Just about all conifers have spreading root systems so they require a wide pot. If yours is relatively narrow and deep the roots will be constricted and the conifer unhappy. Try planting the Cypressus in the ground in a wide hole and I am sure that it will perk up a bit, After a few years a Juniperus will behave in the same way.
