I'll assume you're talking about a plant that lives outside and not an indoor palm, though you don't say. If they are cordylines, they won't have liked the winter we've just had - they may, or may not, be dead or dying. Remove any dead leaves, wait till end of this month, and if it's a Cordyline, and there's no growth from the tip, you can try cutting them down to see if that forces new growth, either from the base or up the stem left behind.
