My plant is three years old and has just got larger - no new shoots have appeared from the base. This year of course has knocked it back a bit. Will new shoots come up?

it is a perennial and as you say a really wicked winter. I would wait and see. not much help i am afraid. Often a sharp spell will stimulate new growth.
