What other shrub can I mix with lavender to make a small hedge next to a path?

I'd recommend Santolina chamaecyparissus instead of Rosemary - it's a dwarf evergreen shrub, grows about the same size as ordinary lavender and makes a good hedging plant in sunny situations. Comes in grey leaved forms with yellow or cream flowers, and there's a green leaved variety as well - all the leaves are feathery and fragrant when bruised, like lavender, though the smell isn't as pleasant. Sorry Spritz, but Rosemary wants to get big, much bigger than lavender, and it'll need constant cutting to keep it in check.

I have Santolina - and although I like it, it's a bit of a pain to maintain, Bamboo - I take the shears to it once it's flowered, but it still gets woody.
Rosemary might get a little large, I agree - but it would be a possibility, I think.
The other shrub that might be suitable would be a small cistus, or Halimium, maybe?

Ah, I don't worry about the flowers on Santolina too much - I clip it twice a year, once in the spring and then again in early August - rather like lavender actually, although perhaps lavender is done the first time a bit later cos I wait for it to flower first. I'm much more concerned to keep a good shape (in this particular case, 3 medium globes) but we still do get flowers anyway.Halimium's a good alternative, I'd think, but which one would be best is dependent on which lavender Lisap wants to use - one that gets 18 inches, or one that gets 4 feet or something inbetween! Otherwise, there's always the non flowering Buxus microphyllus, or even Hebe microphyllus come to that

One of my Santolinas has given up the ghost this winter - I've replaced it. I've still got to cut out the dead bits in the other one. :-(((

Rosemary? The two do seem to like the same conditions, and smell wonderful. You can get blue or pink flowered shrubs.
