Hi, I think this was answered on question 18403

carefully scrape some bark back with your finger nail. if the wood is green underneath it is alive. if it is brown that bit is dead. check further down the shrub. if nothing above ground is green wait a couple of weeks to see if there is any new growth from the base. then if not they have died.

I have the same problem with a hebe and a ceoanothus so I am just waiting.
