My cordyline looks as if it's dying from the top , the centre stem looks rotten at the top and it's shedding leaves from there. we have had some cold cold weather this winter,

You could try cutting the stem down by half - if its still spongy and soggy there, cut further - if its rotten all the way down, it might possibly shoot from the base later on, otherwise it's an ex cordyline (along with thousands of others this year).
