Maybe, maybe not, though I have to say its unlikely they'll grow from the top. Suggest you wait till early May - if no sign of growth at the top, reduce the height of the trunks by half to see if that forces growth either from the base or up the remaining trunk. If nothing by June, they're probably goners. If you find the trunks are soggy and rotting, chop down to the ground.
