i have an acer palmatum, some parts of which are starting to bud, but a main branch appears to be dead. i have heard of winter die back, but am unsure what that is, if my tree is suffering from it and if it is, what i should do in response

If the branch really is dead you will need to cut it out BUT be very certain it is dead before you remove.

yes check before you take it off - you could scrape alittle bit of the bark and see if its green underneath- if it is its still alive,
