Could I plant phlox at a pond edge to cover up the liner? I have heavy clay and chalk soil.

creeping jenny is very efective or natural stone cemented just hanging over the edge works well to.

Don't see why not, I think they aren't the fussiest of plants. If your soil is extremely heavy, try breaking it up a little by adding some general compost and mixing in? You can divide the clump later if you want to. I think phloxes are lovely.
