Hardy herbs are handy.Like Thyme , Sage, Chives , Rosemary , Lemon Balm, Garden Mint, any mint varieties, Lavendar,Marjarom.
With Mint and any other types of mint get a 5 litre pot cut the bottom of and sink into the ground and leave about 6 to 8 inches of pot above the ground and fill in with compost and plant and fill in around it.This way it will keep the mint contained.Do the same with Lemon Balm.
Remember Lemon Balm and mint of all varieties do spread thats why they need containing.
Borage is hardy as well , the flowers on this herb is handy to add to ice cubesbefore freezing.
Basil is not a hardy plant .You can plant it out in the summer but it will need to be potted up to be brought indoors for the winter.
If you have a nice little border for the herbs it will look quite nice.
But you must remember that Lavendar Rosemary and Lemon Balm can get quite big
You can get different types of thyme as well plus there are a variety of Sage as well

Prime requirement, though, is a sunny situation, preferably with free draining soil. Otherwise agree with Hijuju above - except you can add Fennel to the list of hardy herbs.

Don't forget Oregano/Marjoram - a spag bol or lasagne is not the same without it!
