i have a willow tree which is not growing or turning green do you know what the problem is with this

Possibly dead? Difficulty is we don't know when you planted etc. f it is an established tree the it is probably just late coming into leaf however, if it is something you planted last year it may well be dead - test by carefully scraping the bark away with a finger nail - if it is green underneath all is well.
