I have just bought a Dicksonia tree fern and some people tell me to give it a pint of water a day in the top crown and not water the pot. Please help

The important part that needs watering (and protecting from frost in winter) is the top crown. Any roots at the bottom are mostly for stability.

My friend and I both bought tree fern "logs" (no roots and no fronds) one summer, but couldn't get them to sprout - despite watering them often.
The solution was just to leave a hose on low pressure watering the crown for a couple of hours a day - then Hello Fronds!
Once we put them in soil - roots just grew - and they were even happier. .
