My cistus purpureus plant's leaves have all turned brown and are shrivelled. When you scratch the bark, there is green beneath. Is it dead? What should I do?

If it's still green and moist under the bark, there's still hope. Try not to overwater it while it has no living leaves, and give it time. If it decides to sprout out, prune off everything that didn't sprout. If it doesn't sprout by June, I would declare it a casualty of the frost, and give it a decent composting.
