I've got a large phormium which flowered last year. The flower stalks are taller than the plant and still there - is it OK to cut them off ? Also the plant was badly affected by the snow this winter, is it OK to cut it back heavily - to a stump ?

Previous question
cut the flower stalks down to the base, remove any dead or dying leaves, but go carefully so as not to cut off any newly emerging growth.
