Should you put soil in a small garden pond for the aquatic plants?

Usually you use special pots with special compost inside - the pots are full of slits, or holes, and the compost is specially made for aquatic plants.

I dont use any soil. the plants are fastened into the basket using fishing line and then stones in the basket to help it sink. The nutrients in the water are enough to keep them 'fed', courtesy of the fish. compost for aquatics has very little nutrient in it.
