when is the best time to transplant a small camelia
I think it may be in the wrong place

Best in the autumn. Nice shady corner. Away from the morning sun. Water well in July and august, where it is placed, now and feed with ericaceous fertiliser, to encourage budding for next years flowers. It may pick up with this treatment, and you may not have to move it. A lot of us have moved reluctant camellis to get a better result.

If its small and its in the wrong place, move it now, just make sure you don't break the rootball up or snap any longer roots and water it in well in its new position, and keep watered regularly until autumn.
