Can I prune my rose bushes now?

Answers

best time to prune rose is end of autumn time or after they have finished flowering, although i have pruned back my sisters one in spring time and in the summer it had grown back and was flowering wildly. so i would suggest that if it has finished flowering then feel free.

Yes I always do mine by a third in the autumn but the main prune is always Feb.

I do the same as Lincslass..halfway back in Autumn, and the main one in February, but before the end of March..
Don't worry if the cut ends get frosted, and go brown..still a possibility yet...Later on,just take down to the next lower outward facing bud,or nodule on the stem, they should be fine..a good idea to check they haven't been loosened at the roots in all these recent winds, and firm them in again..

These are UK answers though. The idea is to prune partly in autumn to minimise windrock, and then prune again more harshly when you think there will be minimal frost damage to come. I leave mine until March though a lot of folk here do it in Feb.

I'm in the Midlands and Mothering Sunday is my rose pruning guideline, I don't usually do the half prune to avoid wind rock.
USA is a big place though and seasons don't necessarily relate to the UK so the general idea would be to prune before the new growth is underway, after the threat of frost if you are in a frost zone.

Do you have a state Rose Society? You'll get a better idea from someone (more) local to you.
