I have a 2 metre Cordyline which is really healthy but now seems to be strangling its self. It is sending up new leaves but not opening to release them so it looks like a dagger on top. Should I open it with a stanley knife or leave it ,or cut the top off and let it spread?

No, no leave well alone. The plant will open the leaves when it is ready. At least yours is still alive, most seem to have died over winter!
