having a problem with spring cabbage. First year planted early and bolted last year planted sept. ok until spring and then bolted. What am I doing wrong

thanks for reply. Planted in soil insept for overwinterin. made some growth and then stopped they then started to grow again in April and then bolted! This is according to instructions on packet. Did you plant in spring?
