my rhubbarb has been planted in double dug soil, filled with compost. It was later backed up with horse manure. It had been watered consistantly. However, it is a bit 'stumpy', and the stalks are short and thin. What has happened?

nothing it is just settling in. You wouldnt normall pull rhubrb in its first season in the ground. Leave it to do its own thing. perhaps reduce the watering so it grows its own roots to support itself fully.
