My Rhubarb started to flower and my neighbour told me to cut it off, do I cut the stem down as well & will it be ok and carry on producing stem's to eat.

Cut out the flower and flower stalk as close as possible to the crown. This will mean that the plant's strength goes into producing stems for you to eat, not into seed production. And yes, the stems will still be ok to eat.
