I have aquired some bags of fresh (probably about 3 weeks old) horse manure...can i use it on the vegetable garden now before planting first early potatoes probably during March and also broad bean seeds.

Horse manure needs to have been left to rot for at least a year, preferably two, before you use it on your vegetable garden.

You need it to be well rotted i.e. leave for a few months (even until next spring) as it will be too strong to use and contain all sorts of weed seeds as well.
