I have some three year old chive plants in pots outside. Last year they produced a few seed heads which I cut off. This year they have dozens of seed heads which are appearing faster than I can cut them! Should I give up and sow new plants?

You can eat them too. They look pretty in salads.

Do you mean flower buds? The flowers on chives are lovely - I'd leave a few of the plants, but if you want to use the leaves then you might have to sow/buy some new.
