i have a little black fly hopping round the compost this year and last year every time i bring pots in and put them on the window cill what is it how to get rid of it

Sciarid fly aka Fungus gnats. There are insecticides which deal with this. Or you could try covering the surface of the compost with a good inch deep layer of grit.
