why is the new growth on my chamaerops looking very sickly grey rather than green?

No doubt a result of the cold weather we've been having up till now, specially after such a warm April.

Once all those gray leaves come out, there should be green ones underneath, though the first few might look stunted and burned around the edges. That is, of course, assuming that those gray leaves are coming out--if they are just sitting there, you may have to write that crown off, and rely on offsets from the base.
