What is this plant?

I hope someone will recognize this plant, I would love to know what it is. The leaves are quite big, about 8" long. It didn't flower, but was just planted this year.

Yes it looks like a foxglove sometimes they wait a year or two to flower first and then every two years (usually)

It looks like a foxglove from the photo - could it be? If so, it will flower next year because they are biennials.
