Two Magnolia trees were planted at the same time side by side, one flowers the other doesn't. Where the buds should form it is brown and dead any ides why?

Is there a prevailing wind that burns one more than the other?
Is there anything underground that could play a part?
Is it in the line of fire for local dogs cocking a leg?
Drainage issues?
Is the foliage otherwise normal?
How many years since planting, and since symptoms began?

the buds usually form in the summer/autumn and if one plant gets less water than the other that would partly explain it.
