The leaves on my Hollyhocks are brown/yellow. Does this mean too much water?

If the leaves have a brown powder on the back side, they are probably suffering from rust, a fungus spread by overhead watering, including heavy rain. I would prune off the worst of the leaves, and spray the rest with neem oil. A mild case of overwatering causes stunting and yellowing. A bad case will cause the plant to wilt, and not come back with further watering--the roots have rotted.
