I mulched my foxgloves illumination for the winter with garden compost. It has gone down a lot but is still more than an inch higher than the soil. Will the plants grow through it?

well they do in the wild so I wouldn't be too worried yet. By mid april you could carefully scrape back the excess and see what happens then.
personally I wouldn't worry.
