Welcome, Bigginsusan!
Is it a very large plant? They can "bloom" (produce male or female cones) but they usually wait until they are at least 15 years old before doing that. One grown as a bonsai may do it sooner, but not by much. Male "flowers" are clumpy, wooly, spikes of little cream-colored cones. Female "flowers" look just like long, drooping pine cones. If it looks like a clump of little curled fern fronds, it is probably just growing new leaves, something that may only happen once every two years under bad conditions. If it only produces one or two new fronds, and they are very long, double check the lighting. Cycas needs at least a few hours of direct sun to do well indoors, and it should have bright indirect light the rest of the day.
Hope this helps!
