If they were conifers then yes, I'd say they were dead !!!

I think they look dead..poisoned by some harsh chemical poured on their roots or in some kind of rain or liquid that has flowed in the direction of their roots.

They look like rather overgrown Leylandii and so are dead. If you can contact the contractors you could be looking for compensation.
