My ornamental poppies that are usually at least 3 feet tall by now are looking very sick. I can't find out what is wrong from my books. Should I dig them up and burn them or hope they will recover for next year

I'd also go with them having been too wet in the earlier part of the year.
If it stays dry/non flooded they should recover.

Now I know why mine did not appear this year. We were flooded in this area.

I had to look upside down to see your photo's lol
Your plants have " edema " which means the ground has been so wet, the plants take in more water than they use or need. that's what makes the leaves turn to yellow then go brown.
The wet winter is the main cause , hopefully the new growth looks fine so DONT water or feed , if you can remove the tatty leaves which will make they look a lot neater.
So no disease or insect problem
