I have to move a camilia which is six foot tall can i cut it down prior to moving it and when is the best time to do this

If its six foot tall it must have been in the garden for some years - chances of moving it with an intact root ball are slim. The roots will extend beyond the width of the bush, so a very large rootball would be necessary for success. Camellias also don't like being hard pruned suddenly, they cope much better with regular, light pruning, but if you want to try to keep it, now would be a good time to cut it back by half. In terms of moving it, its best chance would be late October.
