I wouldn't have thought it was possible to do anything drastic to a Russian Vine as they grow like mad and soon take over the garden. If this is planted in the soil, unless it's growing in a bog, it shouldn't be possible to overwater it. As your question suggests this happens every year, do we presume the leaves grow back each year?
