I love my garden, we have a small stream at the bottom of our garden, and to the left is waste land, we have always had problem with rats but this year there seems to be lots of them, over the years we have seem the occasional one but this year I have seen quite a few, we do not feed the birds or keep any food outside, what can we do to discourage these horrible things from coming into our garden.

Pest control is the only answer - if the wasteland belongs to the Council, they may still provide a ratcatcher free, so I'd contact them first, otherwise, you'll need a pest controller to use bait. If the wasteland does belong to the Council, the pest controller may well need permission to bait the area anyway.
