sorry i am new to this my whole question is can i replant a salix integra which is 5 years old at this time of year and how can i do it safely

If the plant is in the ground, and has been for five years, it's unlikely you'll be successful in moving it without destroying a lot of root, and at this time of year, it won't make it. You could try moving it when it's dormant, during the winter, but even then, you need to make sure you keep most of the roots intact.
