I think it is Angelica too, the leaves are too large for Dicentra, and not serated enough.

If Angelica, the pods should burst open to 'balls'. Quite mad-looking. Gets tall, over my fence height, comes back every year. The leaves start to look ratty with something or other, so I just cut it back hard. Snails love it & prone to blackfly too. I like it, however, as an architectural thing.
