I have a plant called bridal vail, had it for about three years now , when is it suppose to flower ?

I think that the spirea is bridal wreath, its lovely arching branches of small white flowers in the spring, I planted it near a pink flowering currant and they looked nice together

The other option could be Exochorda 'The Bride'.

Hi Sandra - depends on what plant it is. There are several known as bridal veil (apart from varieties of things like geranium/pelargonium). The plants I can think of are spirea - a shrubby garden plant- and an indoor hanging plant.
